1 Market Access Initiative Scheme (MAI)

This scheme is operated by the Department of Commerce, Ministry of Commerce & Industry, Government of India. Under MAI scheme, financial assistance is provided on focus country and focus product basis to enhance export.

Entities eligible for assistance are:

  •  Export Promotion Organizations.
  •  Trade Promotion Organizations.
  •  National Level Institutions.
  •  Research Institutions/ Universities/ Laboratories.
  •  Exporters.

Activities eligible for assistance are:

  •  Marketing projects abroad.
  •  Capacity Building.
  •  Support for statutory compliances.
  •  Studies.
  •  Project Development.
  •  Miscellaneous.

2. National Handloom Development Programme:

This scheme is operated by Office of the Development Commissioner for Handlooms, Ministry of Textiles, Government of India.

Components of the scheme:

  •  Consolidation of Clusters.
  •  New Clusters.
  •  Group Approach.
  •  Marketing Incentive.
  •  Handloom Marketing Assistance.
  •  Developing and Strengthening of Handloom Institutions.
  •  Handloom Census.
  •  Others.
  •  Committed Liabilities.

Objectives of the scheme:

  •  To strengthen/consolidate existing handloom clusters for their sustainability: Interventions-focus on loom up-gradation, design inputs, credit, marketing plus other need based interventions.
  •  To focus on formation of handloom weavers‟ groups as a visible production group in a selected handloom clusters.
  •  To reduce drudgery of handloom weavers, improve productivity & quality of handloom products by providing technologically upgraded accessories.
  •  To develop & strengthen the Handloom Institutions, including WSCs/IIHTs.
  •  Market orientation by associating entrepreneurs, designers and professionals for marketing, designing and managing the production and providing marketing infrastructure support.
  •  An inclusive approach to cover weavers both within and outside the co-operative fold.
  •  Holistic and flexible interventions to provide need based inputs specific to each cluster/group etc
  •  To provide a platform for marketing of handloom products, both in domestic and international markets and brand promotion.
  •  Cultural Exchange by deputing weavers abroad.

Handloom Marketing Assistance:

The objective of the Handloom Marketing Assistance is to develop and promote the marketing channels in domestic as well as export market and bring about linkage between the two in a holistic and integrated manner. The handloom marketing assistance components has the following sub-components:

  •  Domestic marketing promotion
  •  Marketing infrastructure development
  •  Market access initiative
  •  Handloom export promotion

Council under the Handloom Export Promotion sub-component organizes various major activities like international exhibitions, reverse BSMs, export projects, publicity measures, etc. to promote export of Handloom products across the world.

3.Raw Material Supply Scheme (RMSS)

(i) The Yarn Supply Scheme (YSS) with partial modification and renamed as Raw Material Supply Scheme (RMSS) has been approved for implementation during period from 2021 -22 to 2025-26.

(ii) Components of RMSS:

a. Transport Subsidy Component: Freight reimbursement for transportation of yarn (All types)

b. Price Subsidy Component: 15% Price Subsidy on Yarn (through DBT to linked bank account) with quantitative restrictions. 15% price subsidy will be available on cotton hank yarn, domestic silk, woollen and linen yarn and blended yarn of natural fibres with quantity restrictions.

(iii) Eligible Beneficiaries:

The benefits would be available to the following:

a. Individual weavers.

b. Agencies in which weavers are members i.e., Self Help Groups (SHGs), Joint Liability Groups (JLGs) and Cooperative Societies.

c. Handloom Producer Company.

d. Weavers Entrepreneurs: Entrepreneur, who is involved in actual weaving activity along with marketing and other activities & owns Handlooms in his/her premises, will be eligible weaver entrepreneur. Number of Handlooms owned and functional in the premises of weaver entrepreneur will be counted for the raw material subsidy component purpose.

(iv) Depot operation charges @ 1.0 % (one percent) of the value of yarn supplied directly to the individual weavers from the warehouse. (Limited to Rs.15000/per month).

4. Drawback:

Drawback assistance is provided to exporters as a reimbursement of the incidence of central levies -excise, customs duty and service tax on the raw materials used for the production of the products that are exported.

5.RoSCTL

Government has extended the benefit of the Scheme for Rebate of State and Central Taxes & Levies (RoSCTL) to export garments & made-ups with effect from 1st January 2021 to 31st March 2024.


6.RODTEP

Ministry of Commerce and Industry has issued the scheme Guidelines and Appendix 4R (eligible RODTEP export items, rates, and per unit value caps) for Remission of Duties and Taxes on Exported Products (RoDTEP)
