Press Release for 25th Silver Jubilee Export Award Function.

Handloom Export Promotion Council (HEPC) is a statutory body constituted under The Ministry of Textiles, Government of India to promote the exports of all handloom products like fabrics, home furnishings, carpets and floor coverings, etc. HEPC was constituted in the year of 1965 with 96 members and its present membership is around 1550 spread all over the country. HEPC has its head office at Chennai and regional offices at New Delhi.

The primary objective of HEPC is to provide all support and guidance to the Indian Handloom exporters and International buyers for trade promotion and International marketing.

The major handloom clusters are Karur, Kannur & Panipet where the exportable handloom products like Bed linen, Table linen, Kitchen linen, Toilet linen, Floor coverings, embroidered textile materials, curtains etc. are produced for export markets.

As part of its export promotional activities HEPC organizes the participation of its member exporters in International fairs/Buyer-Seller Meets being held both in abroad and in India. The Council organizes such events either under Marketing Development Assistance (MDA) Scheme of Ministry of Commerce & Industry or under Handloom Export Scheme of Ministry of Textiles and the assistance provided under these schemes are passed on to the members. During such events the Council also undertakes publicity campaign in abroad to mark the brand image of Indian Handwovens.

Further, to sensitize the handloom industry about the need for exports and product diversification, the Council organizes awareness seminars across the Country. The Council also undertakes market research programmes to explore the possibility of tapping new markets for our handloom products.

On the other side, HEPC acts as a liaison between the Government and its members by bringing it to the notice of the Government about the grievances of the exporting community for a speedy solution. The Council also disseminates the trade information and trade intelligence to its member exporters. The Council also publishes a monthly Newsletter titled “Handloom Export” through which useful information such as market research, recent developments in the industry, useful articles and Trade Notifications issued by the Government are brought to the notice of the members. In short, HEPC acts not only as facilitator for export promotion of handloom products from India, but also acts as an advisory body to formulate the policies for re-structuring handloom industry.

In its march towards its export promotional activities and to encourage the exporters, HEPC has been giving Export Awards regularly to the exporters in recognition of their outstanding export performance. Accordingly, the 25th Silver Jubilee Export Award function is held at Ball Room, Hotel Taj Connemara, Chennai on 10th August, 2009.

In this Silver Jubilee Award function the meritorious exporters have been awarded for their excellent export performance for the years 2005-06, 2006-07, 2007-08 & 2008-09 Basically there are three categories of Export Award viz. Category – I, II & III.

Under Category I, one Gold Trophy , two Silver Trophies and seven Gold Medals will be distributed in the order of highest export performance. However, only exporters whose export turnover exceeds Rs. 10 crores are eligible under Category – I.

Category – II is meant for the exporters who have achieved 100% increase in exports over the preceding year. Under this category, one Gold Trophy, One Silver Trophy and three Gold Medals will be distributed to the exporters. Under this Category, exporters whose export turnover exceeds Rs. 5 crores are eligible for Trophies, whereas for obtaining the Medals, the Minimum Export Performance is Rs. 3 crores.

Category –III is meant for Deemed Exports. Under this category, one Gold Trophy, One Silver Trophy and One Gold Medal will be distributed to the exporters in the order of highest export performance.

The event commenced with the Prayer song. Shri M. Britto, Chairman of Handloom Export Promotion Council has delivered the Welcome address. In his welcome address he has thanked the Hon’ble Dy. Chief Minister of Tamilnadu for having consented to present the awards to the award winners. He had also thanked the Hon’ble Union Minister of Textiles for the initiatives in considering the establishment of Mega Handloom Cluster in Tamilnadu and West Bengal, extension of Interest subvention of 2 per cent on pre-shipment credit from the current deadline of September 30, 2009 to March 31, 2010, abolition of Fringe Benefit Tax, reduction of customs duty on cotton waste from 15% to 10%, restoration of optional excise duty of 4% for pure cotton, exemption of service tax paid to the overseas commission agents, exemption of service tax on the membership and other fees collected by Export Promotion Councils till 31st March 2010 etc., in the Union Budget presented by the Hon’ble Minister of Finance.

Dr. M.K. Stalin, the Hon’ble Deputy Chief Minister of Tamilnadu has distributed the export awards to the award winners in the Presence of Shri Dayanidhi Maran, Hon’ble Union Minister of Textiles, Govt. of India. During the Function, a Special Souvenir brought out by HEPC was also released by the Hon’ble Union Minister of Textiles. Further, 10 weavers were helped by giving them Health Insurance Cheques under the Health Insurance Scheme of DC Handlooms.

The function was concluded with National Anthem.

24th Export Awards

The 24 TH Export Award Function of the Council was held on 22ND August 2006 at Vigyan Bhavan, New Delhi to give awards to the member exporters for their meritorious export performance of cotton handloom products during 2003-04 & 2004-05. Shri. Shankersinh Vaghela, Hon'ble Union Minister for Textiles was the Chief Guest and  Shri E.V.K.S. Elangovan, Hon’ble Minister of State for Textiles. Shri. D.P. Singh  Secretary (Textiles) , Shri B. K. Sinha, I.A.S., Development Commissioner (Handlooms) were Guests of Honour, Shri Ramesh Kumar Chugh, Chairman, HEPC, Shri G. Mathi Vathanan, I.A.S. Executive Director, HEPC and members of the Council including export award winners, high ranking officials / eminent personalities from all walks of life and media personnel participated in the function.

23rd Export Awards

The 23 rd Export Award Function of the Council was held on 20 th May 2005 at Gandhi Nagar, Gujarat to give awards to the member exporters for their meritorious export performance of cotton handloom products during 2001-02 & 2002-03. Shri. Shankersinh Vaghela, Hon'ble Union Minister for Textiles was the Chief Guest. Shri.B. K. Sinha, I.A.S., Development Commissioner (Handlooms), Shri M. Sivakkannan, Chairman, HEPC, Shri G. Mathi Vathanan, I.A.S. Executive Director, HEPC and members of the Council including export award winners, high ranking officials / eminent personalities from all walks of life and media personnel participated in the function.

22nd Export Awards

The 22nd Export Award Function of the Council was held on Tuesday, the 12th February 2002 at Ashok Hotel, New Delhi to give awards to the member exporters for their meritorious export performance of cotton handloom products during 2000-01. Shri.V.Dhananjaya Kumar, Hon'ble Union Minister of State for Textiles, Shri.S.B.Mohapatra, Secretary (Textiles), Shri.K.Rajendren Nair, Development Commissioner (Handlooms), Chairman, Vice-Chairman, Committee Members and members of the Council including export award winners, high ranking officials / eminent personalities from all walks of life and media personnel participated in the function.
